Chargé d’Affairs Keith Eddins on September 22 wrote about the 1977 Foreign Corrupt Practices Act (FCPA) for Hospodárske Noviny daily. The act states that paying any financial amount by U.S. organizations to foreign officials with the aim of acquiring an unfair advantage in commercial transactions is unlawful. It applies to U.S. individuals and organizations around the globe, including activities carried out outside the United States. The FCPA was so effective by the end of the first decade of its existence, U.S. businesses complained that it unfairly disadvantaged them. In reaction to the criticism, negotiations led to an international Anti-Bribery Convention in 1997. Slovakia signed the convention in 1999. Although such international conventions have not stopped corruption, they are a good start.
